TIO for Customs Brokers

ISF data is late, incomplete, and in 40 different formats. TIO handles all of it.

Licensed customs brokers file ISFs for dozens of importers. The data arrives from origin agents in inconsistent formats, often missing fields, often after the filing window has closed. TIO reads every message, extracts the 10+2 data, and stages a complete packet for your filer's review.

How TIO Works

Five stages. Filer in loop on every filing.

Origin agent email binding

  • TIO reads every origin agent email the moment it arrives: commercial invoice, packing list, booking confirmation
  • TIO binds each message to the correct open ISF by MBL number, booking reference, or shipper-consignee pair
  • An email for importer A does not appear in importer B's filing queue
  • Messages that arrive without a clear job reference surface in a review tray for manual binding, never silently dropped
  • Binding happens before your team opens the inbox

Multi-importer filing queue

  • TIO maintains a separate filing queue per importer. Each client's pending ISFs, filed ISFs, and holds are isolated.
  • Filing deadline proximity drives queue priority. ISFs due within 24 hours surface at the top regardless of arrival time.
  • New origin agent emails for any importer route to the correct queue without manual sorting
  • Your filer opens TIO's sorted queue instead of a wall of forwarded emails from multiple clients
  • Importers with active holds get a separate priority flag regardless of their filing volume

Seller, buyer, and manufacturer field extraction

  • TIO extracts all ten buyer, seller, manufacturer, ship-to, container stuffing location, and consolidator fields from every document in the thread
  • Confidence score on every field. Low-confidence fields flag for filer review with the source document reference and the specific gap.
  • Seller and manufacturer addresses extract from the commercial invoice; stuffing location extracts from the packing list or booking confirmation
  • HTS classification staging flags codes that appear inconsistent with the declared commodity description
  • Your filer reviews the staged 10+2 data and corrects any low-confidence field before submission. Human review on every field.

Missing field detection before the deadline

  • TIO checks every staged ISF against the 10+2 requirement list before the filing deadline
  • Missing fields surface with the specific field name, the deadline, and the last email thread where the data should have appeared
  • TIO sends an automated data request to the origin agent for each missing field, drafted and routed for your team's review before sending
  • Fields that arrive in a follow-up email bind to the correct staged ISF automatically
  • No filing goes to your filer with a known gap

Document packet compilation

  • TIO compiles the full entry document packet: commercial invoice, packing list, bill of lading, ISF extract, and any additional certifications attached to the thread
  • TIO cross-references the document set against the entry requirements for the declared commodity and flags any missing document before the packet routes
  • The packet routes to the licensed filer with every attachment organized and labeled. No hunting across forwarded email threads.
  • Your filer reviews the staged entry and approves the submission. Filer in loop on every filing.
  • Nothing submits until a named licensed filer approves

HTS and value review

  • TIO surfaces the declared HTS codes alongside the commodity description from the CI for your filer's review
  • Codes that appear inconsistent with the declared commodity flag with the specific discrepancy and the source document
  • Declared value and invoice value cross-reference. Discrepancies surface before submission.
  • Your filer reviews every flagged item and confirms before the entry routes to CBP
  • The staging record carries the filer's approval, the review timestamp, and the source documents for the audit trail

Exam notice and hold routing

  • TIO reads CBP exam notices, hold notifications, and release confirmations the moment they arrive
  • Each CBP message binds to the correct open job by entry number or MBL
  • Exam notices route immediately to the named filer and the importer contact, with no delay between CBP's email and your team's awareness
  • Hold notifications surface in the priority queue with exam type, location, bond information, and estimated release window
  • TIO drafts the importer notification with exam context; your team reviews and sends

Release confirmation and job close

  • TIO detects CBP release confirmations and binds them to the correct job automatically
  • Release confirmation triggers the arrival notice draft to the importer with release date, terminal, and container availability
  • CF7501 routes to the importer the moment the entry is cleared
  • Job close requires the named filer's confirmation: entry cleared, CF7501 delivered, all CBP messages reconciled
  • Every job has a complete audit trail: each CBP message, each team action, each importer notification

Per-importer compliance summary

  • TIO drafts a weekly ISF compliance summary per importer client: ISFs filed, pending, any holds, and any penalty exposure
  • Each summary pulls live TMS state and email activity. It reflects what actually happened, not just what was manually entered.
  • TIO answers "what is the filing status of shipment X for client Y" for any client without opening the TMS
  • Clients with active holds get a separate priority summary with hold details and estimated resolution timeline
  • Your team reviews and sends the summary; clients receive a consistent weekly update without your team composing it

Penalty exposure and deadline tracking

  • TIO tracks every open ISF against the 24-hour advance filing deadline and flags late-filing risk before the vessel departs
  • Penalty exposure surfaces in the compliance queue: number of at-risk filings, specific deadlines, and the action needed
  • CBP's $5,000-per-violation late-filing penalty is avoidable. TIO surfaces the risk before the window closes.
  • Monthly penalty exposure reports compile automatically for your compliance review
  • Your team reviews the exposure summary and confirms no open gaps before the compliance window closes

No rip, no replace

TIO connects to your existing filing system and TMS via API. CargoWise, Magaya, Descartes, GoFreight, or any TMS with a REST or SOAP API. Your filer's workflow, your filing path, and your recordkeeping don't change. TIO removes the data entry step between the pre-alert and the submission queue.
